Annotated Bibliography

This assignment was meant to help gather all the sources going to be used in the RCA paper and to understand what each source has to say and how we intend to use them in our paper.

Topic: Analyzing the controversial debate over the bilingual education in America.

Budiman, Abby. “Key findings about U.S immigrants.” Pew Research Center, Pew Research Center, 20 Aug 2020, www.pewresearch.org/fact-tank/2020/08/20/key-findings-about-u-s-immigrants. Accessed 5 Dec. 2020.

This source contains demographics about the immigrant population living in America. It has information about how many immigrants have migrated into this country as well as which countries they have come from. The source discusses further how many immigrants living in the United States speak English.

I have used this source in my research by using the information regarding the major increase in the number of immigrants coming to America in the last 50 years. Another piece of information I have used is the percentage of immigrants who do not speak English. This information is useful to my topic because it shows how many immigrants will be placed in bilingual education programs upon arrival into the states therefore showing the amount of people these programs help.

Ferris, Marc. “The Elephant in the Classroom: Mass Immigration’s Impact on Public Education:  Federation for American Immigration Reform.” Leading Fight to Stop Illegal Immigration, 2016, www.fairus.org/issue/publications-resources/elephant-classroom-mass-immigrations-impact-public-education. Accessed 5 Dec. 2020.

This source was about the expensive costs bilingual education programs in America have on taxpayers and local governments. It sees bilingual education as a growing problem because of the money needed to fund programs therefore critics want to eradicate it from public schools. It claims that due to the funding spent on bilingual education other programs in the education system or forced to close down which affects many students.

I am using this source to discuss the argument made by critics over bilingual education saying that it is too expensive. Bilingual programs such as “LEP” cost nearly $1.9 billion annually in order to run properly. This relates to my topic because the cost of bilingual education is a major reason why critics of bilingual programs wish to eradicate them.

Parmon, Patricia. “Educating Immigrant Children: Bilingualism in America’s Schools.” Social Sciences Journal, Vol. 10: Iss 1, Article 14, 2010, repository.wcsu.edu/cgi/ view content. cgi? article=1075&context=ssj. Accessed 5 Dec. 2020.

This source discusses the controversy over bilingual education in America. It gives reasons as to why some critics disagree with bilingual programs such as critics say that immigrants in the past did not have programs and they learned English. It also shows a counter argument to this claim by showing that former education methods regarding immigrants were ineffective.

I have used this source to give an argument made by critics over bilingual education and then debunk it by giving proof provided from supporters of bilingual education. This is important to my topic and research because I am able to provide numerical proof that bilingual education is important from its success rates compared to the past.

Rothstein, Richard. “Bilingual Education: The Controversy.” The Jossey-Bass Education Series, 1998, pp. 218-229. Accessed 5 Dec. 2020.

Chapter 15 in this book discussed the history of bilingual education and the controversy that surrounds it. It states that many who criticize bilingual education do so under a false memory of the past. Many say immigrants should be in all English classes like in the past however in the past immigrants suffered greatly due to being in all English classes. Immigrants were last in academic grades and had the lowest acquisition of English.

I am using this chapter to get information on the history of bilingual education. I will also discuss how the early years of bilingual education were in America. I also used this source to show that many critics falsely remember the past when comparing the immigrant now to immigrants in the past. Immigrants now are much more successful than the past in America. This source helped me with my topic by giving additional arguments as to why bilingual education is important.

Stewner-Manzanares, Gloria. “The Bilingual Education Act: Twenty Years Later.” New Focus, 1988, ncela.ed.gov/files/rcd/BE021037/Fall88_6.pdf. Accessed 5 Dec. 2020.

This paper discusses the Bilingual Education Act of 1968 and how it came to be. Bilingual education began as a way to help Spanish immigrants learn the English language by teaching them in both their native language and English. After the Bilingual Education Act there has been many supreme court cases solidifying bilingual programs in America. These cases have determined how much money is put into bilingual programs and how these programs will teach.

I used this source as a way to give a background on bilingual education. I took the information about why Senator Ralph Yarborough of Texas introduced this idea of bilingual education in schools. Using this source, I was able to state how bilingual education started before talking about the controversy behind it. This helps the readers of my paper who do not know much about my topic.

How this assignment relates to my growth? Parts of any CLOs that address this growth?

In this assignment we were supposed to put each source in MLA citation, write a summary of the source, and write how we are going to use that specific source in our paper. The first one we did I received a 0/5 however, we were allowed a second chance. The difficulties I faced was writing a concise summary and correctly putting each source in MLA citation. The second attempt I made I still received a poor grade however, we were still given another chance to resubmit. Professor Rodwell insisted I used Purdue Owl as guidance when making my citations. By doing this I was able to see how to correctly format each citation from the authors name to the URL of the source. This assignment has helped me get one step closer in writing my paper because without even starting my paper I knew how I was going to use each source. This resulted in me having a strong argument in my paper a better understanding of my research. I will try now to make an annotated bibliography for every paper I do.

The learning outcomes that I addressed most with this growth is CLO#7 and #8. CLO#7 was used by using my cognitive skills to interpret each source and write and concise summary about them. By doing this I was able to state how I am going to use each source in my paper. I achieved CLO #8 in this assignment because we practiced the systematic application of citation conventions. I did this by putting all my sources in MLA citation with the help of Purdue Owl. Purdue Owl helped me see the proper way to construct a source in a MLA citation.
